World of Warcraft Upgrades and Item Upgrading
Upgrades can boost the value of certain numeric statistics on armor, weapons and rings. They also increase bonuses like PvE damage and crit chance.
For instance a weapon that has the upgrade template that is ending in % will gain an attack damage of 3% each time it is upgraded (relative to its previous value).
The cost of upgrading an item is determined by the item's level. The cost increases as the item level increases.
Components
Upgrade components are items that can be slotted into armor, weapons, and trinkets in order to provide an extra stat boost or effect while they're in use. These can be obtained by making crafts, buying from vendors, trading with other players, or looting. Certain upgrades also come with specific cosmetic effects.
Upgrade components can be placed in equipment that has a slot for them; the item must have been at least upgraded to the blue level in order for the component to be applied. Unlike other mods, upgrade components can only be used once and cannot be applied repeatedly or replaced by new upgrades. Infusions and enrichments are a kind of upgrade component used to upgrade non-amulet legendary and ascended equipment, as well in some items that aren't ascended. Infusions and enrichments are recovered by salvaging gear from the ascended, or completing an elite mission in the Prophecies, Factions and Nightfall campaigns.

Leveling
The item upgrade system allows players to boost the stats of specific items by adding upgraded components. This is known as "upping". Each level of item requires various components, and upgrade costs increase with each level.

Whenever an item is upgraded, the upgrades are applied in order from lowest to highest.
